Every agent you provision picks one rule pack at deploy time, so it is governed from the first request instead of running unrestricted until you get around to writing rules by hand. A pack seeds a real SOP — nothing here is a promise separate from what actually runs; you can edit or replace it afterward from the agent's governance view.
