Closing SAFR compatibility, end to end
A code-grounded gap analysis against Safeguards for Agentic Finance at Runtime (SAFR v1.0) found the enforcement-and-proof spine already built — a signed mandate gate, tamper-evident evidence, fail-closed defaults. Every remaining gap closed across a six-phase engineering plan: an OBSERVE disposition, a governance envelope, regulatory profiles, time-windowed rate limits, scoped circuit breakers, a signed decision token, a generic HTTP interception gateway, and a SAFR-format signed audit export. All 12 scope objectives: built.
